1) extra version information

plasma5-desktop is 5.17.1-1.1

2) steps:
- right-click on application launcher
- "Edit applications..."
- "New Item..."
- enter a new application item
- "Save"

=> error pop-up
"Menu changes could not be saved because of the following problem:
Could not write to /home/user/.config/menus/applications-kmenuedit.menu"

3) work-around

mkdir -p $HOME/.config/menus/
