CTRL-ALT-Backspace twice powers down the system

This is latest openSUSE Tumbleweed 20190820, running KDE with sddm as loginmanager. When I double-hit CTRL-ALT-Backspace to kill the X server, the system will not restart the server and login screen, but instead power down.
