I am using KDE, Wayland, OpenSUSE Tumbleweed x86-64 and right clicking on the Chromium icon in the panel brings up the icon panel for the duration that you hold right click in a different area of the screen. Once you release right click the context menu disappears.

Plasma Version: 5.16.4
Kernel 5.2.8-1-default
Display Manager: Wayland
Hardware: Dell XPS 15
