After upgrading system 
When I use  command "shutdown -h now" system does reboot instead of doing shutdown.
Motherboard is Supermicro X10SRL-F .

If yes, booting the older kernel restores the proper shutdown behavior?

Yes, booting the older kernel (version 4.19) restores the proper shutdown behavior.

The kernels (version 4.20) are problematic.

OK, then could you give the following?
- kernel messages from boot to shutdown on both working (4.19.x) and broken (4.20.x) kernels.
- hwinfo output

Also, try 5.0-rc kernel in OBS Kernel:HEAD repo for checking whether it's been addressed in the upstream.

5.0-rc kernel in OBS Kernel:HEAD has the same problem like kernel 4.20.x

Just check the kernel log of the previous boot.

Last system upgrade repaired problem.
