Well, it was included into Leap because it was in Factory, and there have been a raft of improvements (several involving some bugs to fix 'restic check').

To be honest, I never fully understood how the Factory -> Leap maintenance was supposed to work -- should I ever submit to Leap for packages that only were included because they were in Factory? Or will Leap be stuck with pinned versions of Factory packages until EOL?

Yes you should submit updates that address security issues or bugs. Maintenance would just like to know what exactly the update fixes.  The updates should be compatible. This may mean a change different from the Factory package.

Can you please summarize the changes in 0.8.3 ... 0.9.3? Anything that the user needs to be aware of?

I see the following packaging changes:

- Add subpackages for command line completions for bash and zsh shells
