In my single CPU VM, the collectl daemon always failed to start without an obvious error or warning.

# systemctl status collectl

   Active: inactive (dead) since Wed 2018-08-29 10:00:37 CST; 9min ago
  Process: 1162 ExecStart=/usr/bin/collectl $OPTS /etc/collectl.conf (code=exited, status=0/SUCCESS)
 Main PID: 1162 (code=exited, status=0/SUCCESS)

It turned out that the type of collectl.service is not forking, so systemd won't wait on the creation of /var/run/collectl.pid. In my case, the pid file wasn't created in time, so systemd just terminated both parent and child collectl processes.
