You have to rename it to CM20702A1-0a5c-21e8.hcd to not get the error:

Please don't touch the priority field; it's a field to be adjusted by either PM or developer, not by reporter.

I hacked the existing package to fetch this additional firmware.
Could you try the package in OBS home:tiwai:branches:hardware/bcm20702a1-firmware repo?

Once after confirming it's working, I'll submit it.
