According to RHBZ#1530647 [1], ocaml documentation is non-free. We should remove it from openSUSE and SLE packages.

Do we have to apply Fedora restrictions to openSUSE and SLE?

AFAICS our ocaml and ocaml-doc package contains verbatim copies of files provided by upstream. No modifications are done. Also, the provided files include URLs to the original files, so this part of the license in foreword.html is apparently fulfilled:
"  • If you distribute the OCaml documentation and user’s manual in part, instructions for obtaining the complete version of this manual must be included, and a means for obtaining a complete version provided."

Red Hat are right - the documentation is non-free. Debian's approach is the right one - distribute it unmodified in NonFree.
