Found while fixing ipset support in keepalived.

As a side note ... why the extra subdirectory /usr/include/ipset/libipset/ instead of just /usr/include/libipset/?

It's so that you don't forget to use `pkg-config libipset`/`PKG_CHECK_MODULES([...])` in any program using libipset.
