Opening port 6000 via yast2 has no effect.  Commenting out every line in every script with -nolisten has no effect.  editing /etc/sddm.conf has no effect.

There should be a way to start X without the -nolisten tcp flag.  It appears to be hardwired into SDDM.

yast2 -> /etc/sysconfig Editor -> Desktop -> Display manager -> DISPLAYMANAGER_XSERVER_TCP_PORT_6000_OPEN

is broken and has no effect.  Reboot shows X still running with -nolisten tcp.

reassigning to sddm mainatainer as it is its responsibility to read it or provide way how to open port.

sddm doesn't read most values in /etc/sysconfig/displaymanager,
to configure it manually add a file /etc/sddm.conf.d/listen.conf with this:

> [XDisplay]
> ServerArguments=

Please reopen if this somehow does not lead to the desired result.

Now make it work through the yast2 gui?  That's still broken.
